8 Best Applicant Tracking Systems for Small Business in 2026: Free Plans, Prices and Job Limits
ByHiteshi SoniΒ· Marketer, Questera

The best applicant tracking systems for small business in 2026 are Breezy HR for a free plan with unlimited users, Zoho Recruit for a free plan and the cheapest per-recruiter upgrade, Manatal for low per-user pricing with unlimited hiring managers, JazzHR for flat annual pricing, Workable for sourcing and job board reach priced by company size, Recruitee (Tellent) for collaborative hiring sold through a demo, Teamtailor for employer branding with unlimited users, and BambooHR if you'd rather get hiring inside your HR system. The pricing model matters more than the feature list: per recruiter, per company size and flat annual plans produce very different bills for the same team. Prices below are as of October 2026.

Small businesses rarely need an ATS because of volume. They need one because candidates sit in three inboxes, nobody knows who replied to whom, and a good applicant waited two weeks for an answer. Any tool here fixes that. The differences are price shape, job limits and how much sourcing you want built in.

How we compared

We checked each tool's free plan or trial, how it charges (per recruiter, per user, by company size or flat), the entry price, and the job limit on the cheapest paid plan. Prices and limits come from each vendor's own pricing page, checked October 12, 2026. Quote-only vendors are labelled as such.

The 8 best applicant tracking systems for small businesses

1. Breezy HR – a real free plan, then flat pricing

Breezy HR has a free-forever Bootstrap plan with unlimited users, one active position or candidate pool at a time, a branded career site and distribution to 50+ job boards; candidate access on Bootstrap covers people added in the last 30 days. Paid plans are flat per account: Startup is $157 a month billed annually ($189 monthly) with unlimited positions, Growth $273 ($329) and Business $439 ($529). There's a 14-day full-feature trial, and an Onboard add-on starts at $49 a month.

Who it's for: small teams hiring a role or two at a time who want everyone involved at no per-seat cost. Limits: the free plan's one-position cap and 30-day candidate window push regular hirers to Startup quickly.

2. Zoho Recruit – free plan, cheapest per-recruiter upgrade

Zoho Recruit has a free plan with one active job per recruiter license, candidate and email management and interview scheduling. Standard is US$25 per recruiter per month billed annually, with 10 active jobs per license, a branded careers site, premium job boards and employee referrals. Enterprise is US$50 per recruiter per month with 20 active jobs and AI candidate matching. The 15-day trial gives full Enterprise features, then drops you to the free plan without losing data, and paid plans have a 45-day money-back guarantee.

Who it's for: one or two people doing the hiring, especially if you already use Zoho apps. Limits: job limits are tied to recruiter licenses, and hiring managers need extra licenses sold in packs of 10.

3. Manatal – per user, unlimited hiring managers

Manatal charges per user. Professional is $15 per user per month billed annually ($19 monthly) with up to 15 jobs, 10,000 candidates and unlimited hiring managers. Enterprise is $35 ($39 monthly) with unlimited jobs and candidates plus workflow automation, and Enterprise Plus is $55 ($59). There's a 14-day free trial with no card required.

Who it's for: a solo recruiter or small HR team that wants a low entry price and lots of reviewers. Limits: the 15-job cap on Professional is per account, not per user.

4. JazzHR – flat annual pricing for small businesses

JazzHR prices by the year. Hero is $1,000 a year billed annually and includes job postings (starting at 3 a month), the applicant tracking system, email templates and a LinkedIn Recruiter integration. Plus is $3,480 a year with up to 200 active jobs, AI candidate matching, structured interviews and task automation. Pro is $5,508 a year and adds offers and e-signatures, custom reports and workflow reports. JazzHR notes that its standard pricing doesn't apply to agencies, multi-location businesses or organisations with over 250 employees, among others.

Who it's for: small businesses with steady, modest hiring that want a predictable annual bill. Limits: annual commitment, and offers with e-signatures only arrive on Pro.

5. Workable – sourcing and reach, priced by company size

Workable prices by employee count, not recruiter seats. For companies with 1 to 20 employees, Standard recruiting is $299 a month billed annually ($360 month to month), and Premier is $599 a month on annual billing only, adding texting, video interviews, assessments and referrals. Every plan lists job distribution to 200+ boards, a careers page builder, passive candidate sourcing, interview kits and scorecards, and EEO/OFCCP/CCPA compliance tools; active jobs are unlimited, subject to fair usage. The 15-day trial includes the Standard feature set with no credit card.

Who it's for: teams that want sourcing and broad job board reach without paying per recruiter. Limits: the highest entry price on this list for a very small team, and its Workable Agent AI runs on AI credits (3,000 free, then bought in bundles).

6. Recruitee (Tellent) – collaborative hiring, priced by demo

Recruitee, now branded Tellent Recruitee, sells three plans through a demo, with a free trial available. Start includes 5 active job posts, a single-page CareersHub careers site, multi-job board posting, team collaboration and pipeline automation. Advance adds unlimited job posts and a multi-page, multilingual careers site; Optimize adds advanced analytics, compliance and integrations. Journeys, an add-on, covers pre-onboarding and onboarding.

Who it's for: small teams where several colleagues review candidates together. Limits: no public prices, and the Start plan's 5-job cap is tight for growing teams.

7. Teamtailor – employer brand first

Teamtailor leads with the careers site and candidate experience. Its pricing page is a quote form, and it states that plans include unlimited job postings, unlimited users, customer support for all users and integrations with your existing HR stack.

Who it's for: companies that compete for candidates on brand and want a careers site that looks the part. Limits: quote-only, so there's no way to price it before a sales conversation.

8. BambooHR – hiring inside your HR system

BambooHR includes an applicant tracking system in every plan, with 5 job openings on Core, 25 on Pro and 50 on Elite, plus job posting, candidate records and offer letter templates. For 25 employees or fewer, plans are a flat $250, $425 or $650 a month. Gusto takes the same approach: its ATS and job postings come with the Plus plan ($80 a month plus $12 per person).

Who it's for: teams already buying an HR system that hire a handful of roles a year. Limits: fewer recruiting features than a dedicated ATS, and a low job cap on Core.

Per recruiter, per company size or flat: price your actual team

Take a small business with two people screening candidates and three open roles. At list prices billed annually, Manatal Professional is $30 a month (2 users), Zoho Recruit Standard $50 a month (2 recruiters), JazzHR Hero about $83 a month ($1,000 a year), Breezy Startup $157 a month, and Workable Standard $299 a month. Breezy's free Bootstrap plan covers you if you only ever hire one role at a time.

Now add five hiring managers who need to leave feedback. Manatal and Breezy include unlimited hiring managers or users, so the price doesn't move; Zoho Recruit sells hiring manager licenses in packs of 10. That's the test to run before you trust any headline price.

Hiring rules are yours, not the software's

Job ad wording, interview questions, background checks and record-keeping are governed by laws that vary by country, state and company size. Workable, for example, lists EEO and OFCCP compliance tools and candidate data retention rules, but a feature isn't a guarantee you're compliant. The EEOC's small business resource center explains which federal discrimination laws may apply and what records US employers are expected to keep; check state rules and get advice for anything specific.

When to build your own careers page and pipeline instead

If you hire a few roles a year and your process is unusual (paid trial projects, portfolio reviews, a specific screening form), a small custom app can do the job: a careers page, an application form that collects exactly what you need, a pipeline board for your stages, and logins for the people who review. An AI app builder like Greta.sh builds that from a plain-English description, with a database, logins and one-click deploy. Pricing starts with a Free plan of 5 credits a day for building; deploying needs Starter, at $5 a month on the welcome offer (normally $20 a month).

Buy an ATS instead when you need job board distribution, resume parsing, interview scheduling with calendar sync, compliance reporting or a candidate database you'll search for years; rebuilding those isn't worth it. And if what you actually want is a board where other employers post jobs, that's a different product: see our job board software guide and the walkthrough on how to build a job board application in one afternoon.

How to choose

Count the people who'll touch hiring and the roles you'll open in a year. One role at a time: start with Breezy's or Zoho Recruit's free plan. One or two recruiters with a budget: Manatal or Zoho Recruit Standard. Predictable annual spend: JazzHR. Sourcing and reach: Workable. Brand-led hiring: get Teamtailor and Recruitee quotes. Already shopping for HR software: check whether BambooHR's or Gusto's built-in ATS is enough (our HR software for small business guide compares them). Once someone accepts, employee onboarding software picks up where the ATS stops.

Frequently asked questions

What is the best applicant tracking system for a small business?

For a free start, Breezy HR or Zoho Recruit. For low per-user pricing with unlimited hiring managers, Manatal. For flat annual pricing, JazzHR. For sourcing and job board reach, Workable.

Is there a free applicant tracking system?

Yes. Breezy HR's Bootstrap plan is free forever with unlimited users and one active position. Zoho Recruit's free plan allows one active job per recruiter license.

How much does an ATS cost for a small business?

As of October 2026, entry paid plans range from $15 per user per month (Manatal, billed annually) and US$25 per recruiter per month (Zoho Recruit) to $157 a month flat (Breezy Startup, billed annually), $1,000 a year (JazzHR Hero) and $299 a month for companies with up to 20 employees (Workable Standard, billed annually).

Do you need an ATS if you already use HR software?

Maybe not. BambooHR includes an ATS with 5 job openings on Core, and Gusto includes an ATS on Plus. A dedicated ATS is worth it once you hire often or need sourcing, structured interviews and reporting.

Does an ATS make your hiring compliant?

No. An ATS can help with record-keeping and reporting, and some list EEO tools, but the obligations depend on your location and size. The EEOC's small business resource center is a good starting point for US federal rules.

Pick the bill you can predict

Every tool here will get candidates out of your inbox. Choose the pricing shape that fits how your team hires, run one real role through the trial, and keep the one your hiring managers actually log into.
