The best purchase order software for a small business is often the PO feature in accounting software you already pay for: Zoho Books (from its Professional plan) or QuickBooks Online (Plus and Advanced). When you need approval routing, receiving and three-way match beyond that, Tradogram publishes the lowest dedicated price here ($99 a month), ProcurementExpress suits organizations that split POs across funding sources or contracts, and Precoro is the mid-market step up, with two- and three-way match on its entry plan. Kissflow is the configurable option for teams with an ERP. If your process is simple but unusual, a custom PO app built with Greta.sh is a fair alternative.

A purchase order turns "we agreed to buy this" into a numbered record that receiving, accounts payable and the supplier all reference. PO software earns its keep in four places: numbering, approvals before money is committed, receiving against the order, and matching the invoice to both. This guide compares tools on those mechanics rather than on feature-list length.

How we compared

For each tool we checked how POs are created (from a request or from scratch), what approval options exist, whether receiving is built in, whether invoices are matched against POs and receipts, how a PO closes, and price, using vendors' own pricing pages and help documentation. We didn't run trials. Prices were checked on each vendor's own pricing page on October 4, 2026, and are stated as of October 2026 with the billing basis each vendor gives.

The 6 best purchase order software tools

1. Zoho Books – POs with approvals inside small-business accounting

Zoho Books adds purchase orders on its Professional plan ("Track sales and purchase orders"), which the Zoho Books US pricing page lists at $40 per organization a month billed annually, or $50 month to month, with 5 users. In Zoho's plan list, purchase orders and "sales and purchase approvals" first appear on Professional.

The PO mechanics are better than you'd expect from accounting software. Zoho's purchase order preferences list No Approval, Simple, Multi-Level and Custom approval types (check which your plan includes), and let you decide whether a PO closes when goods are received, when a bill is created, or only when both happen. POs move through Draft, Open, Partially Billed, Billed, Closed and Cancelled statuses, and an accepted PO converts to a bill in one step, per the functions help page.

Limits: it's accounting software first. If dozens of employees need to raise purchase requests, a dedicated PO tool fits better.

2. QuickBooks Online – POs where your books already live

QuickBooks Online includes purchase orders, and item receipts, only on its Plus and Advanced plans, per the QuickBooks pricing page. List prices are $140 a month for Plus (5 users) and $340 a month for Advanced (25 users); on October 4, Intuit was also showing 50% off for the first three months.

Intuit's help article on purchase orders covers creating and emailing a PO, which starts as Open and closes when you add it to a bill or expense. You can link several bills, expenses or checks to one PO, and it closes automatically once all quantities are billed, which handles partial deliveries.

Limits: the PO help article doesn't describe an approval step before a PO is sent, so if you need sign-off by amount, check how that would work on your plan or pair QuickBooks with a PO tool that syncs to it.

3. Tradogram – dedicated PO software with a published entry price

The Tradogram pricing page lists Essentials at $99 a month on monthly billing, or $950.40 a year on yearly billing, for 1+ users with an additional user fee. Essentials includes purchase orders, supplier management, AP invoices processed with matching, TradoPay payments, OCR on documents and expense management.

Watch the module split. Requisitions, receiving (GRN), custom approval routing, real-time budget tracking and contract management are add-ons on Essentials and included on Premium, which is a custom quote for 20+ users. ERP and accounting integrations (Tradogram lists QuickBooks Online, Xero, NetSuite, Sage and Dynamics 365 Business Central among them) are add-ons on every plan.

Limits: a full request, approve, receive and match cycle needs either Essentials plus several add-ons or the quoted Premium plan.

4. ProcurementExpress – POs split across funding sources

ProcurementExpress positions itself as purchasing software for organizations spending federal funds. Its purchase order page describes splitting one PO across multiple contracts or funding sources, showing the remaining budget on the PO before approval, keeping quotes, approvals and invoices attached to the order, and a two-way QuickBooks Online sync where POs appear in QuickBooks, invoices become bills, and paying the bill settles the PO. It also works with Sage Intacct.

Pricing: the pricing page lists Basic at $415 a month (up to $10k of spend managed a month), Better at $900 a month (up to $1m), Best at $2,550 a month (up to $10m, up to 5 organizations, scan and match) and a custom Enterprise tier. There's a 14-day free trial with no credit card, and special pricing for 501(c)(3) organizations.

Limits: tiers are capped by monthly spend, so price it against your real volume. The funding-source focus is a strength for federally funded organizations and a detour for everyone else.

5. Precoro – the mid-market step up with three-way match

Precoro's pricing page puts purchase requisitions, POs, receipts, invoices, two- and three-way match, automated approvals and QuickBooks Online or Xero integration on Core, which starts at $499 a month billed annually. Automation (from $999 a month billed annually) adds intake management, inventory, PunchOuts and the Supplier Portal; Enterprise is custom.

Its purchase order page is specific about PO workflow: convert requisitions to POs in one click, group several requisitions to the same supplier into one PO, set up blanket POs for recurring purchases, route multi-level approvals by department, location, project or budget with time limits, and match POs, receipts and invoices automatically with discrepancy alerts.

Limits: Precoro's FAQ puts typical onboarding at 4 to 6 weeks, and the entry price assumes you'll use it across a team, not for a handful of POs a month.

6. Kissflow – configurable PO workflows for ERP-backed teams

Kissflow's procurement page describes one request form for catalog and non-catalog buying, approvals that apply thresholds, delegation of authority and entity rules, budget and contract checks before a PO is created and written to your ERP, goods receipts raised from mobile or desktop against the open PO, and PO, receipt and invoice matching within your tolerance rules. It connects to SAP, Oracle, NetSuite, Dynamics 365, JD Edwards and Sage. Its low-code base lets procurement teams change an approval matrix without a vendor ticket.

Pricing: quote only; Kissflow's pricing page offers a consultation and a quote rather than numbers.

Limits: it's sold as an enterprise platform. A small team without an ERP will find it more than it needs.

The PO mechanics worth checking

Numbering. Every PO needs a unique number that never gets reused, because receiving, invoices and the supplier all quote it. If you run more than one entity, ask how numbers are separated per entity, and test what happens to the number when a PO is cancelled.

Approval before commitment. The approval belongs on the request or PO, before the supplier sees it. Look for thresholds by amount, routing by department, and delegation when an approver is away. Zoho Books and Precoro describe multi-level approvals, Kissflow describes thresholds and delegation of authority, and Tradogram puts custom routing on Premium or an add-on. Receiving. A receipt (GRN or item receipt) records what actually arrived. QuickBooks Online Plus has item receipts, Zoho Books can close a PO on receipt, and Precoro includes receipts on Core. Three-way match. Matching the invoice to the PO and the receipt catches overbilling and short shipments before payment. Precoro includes two- and three-way match on Core; Kissflow matches within tolerance rules; Tradogram needs its Receiving module for the receipt leg.

Partials and closing. Suppliers ship in pieces. QuickBooks closes a PO once all quantities are billed, and Zoho Books tracks Partially Billed status and lets you pick the closing rule. Ask every vendor how partial receipts and partial invoices are shown.
