Best Approval Workflow Software in 2026 (Built or Bought)

Creative review, in-tool approvals, form chains and spend systems, plus when your approval matrix deserves its own app. The audit-trail bar every option must clear.

Best Approval Workflow Software in 2026 (Built or Bought)
ByHiteshi Soni· Marketer, Questera

The best approval workflow software depends on what you're approving. For creative and marketing work, Filestage, Ziflow and ReviewStudio handle versioned proofs and per-reviewer sign-off; for general requests, Jotform Workflows, Kissflow, Process Street and Power Automate approvals route a request through named approvers and log the decision; and Jira and Asana (on its Advanced plan and above) add approval steps inside tools you may already pay for. When the approval logic is genuinely yours (thresholds by amount, routing by department, delegation rules, audit needs), describing it to Greta builds the exact workflow as a real app. The wrong buy here is the common one: a generic tool whose "flexible workflows" flex every way except yours.

Approvals are where organizations discover their actual structure: who can commit money, who signs off on what, and what happens when the approver is on leave. Software either encodes those rules or approximates them, and approximations leak into email threads titled "URGENT re: re: sign-off?".

What approval workflow software does

Approval workflow software routes a request (a document, a design, a purchase, a change, a day off) through the people who have to agree to it, in a defined order, and keeps the record. Whatever the category, the parts that matter are the same:

  • Routing rules: who approves, in what order, and what changes the path (an amount, a department, a request type).
  • Sequential and parallel steps: legal and finance can review at the same time; the budget holder signs off after both.
  • Delegation and escalation: what happens when an approver is away, or a request sits too long.
  • Notifications where approvers already are: email, Slack or Teams, with the decision still recorded in the system.
  • An audit trail: who approved which version, when, and with what comment.
  • Visibility: what's pending, and where requests stall.

A tool that is weak on the first and the fifth isn't approval software. It's a to-do list with a button.

How we compared

Rule fidelity (thresholds, multi-step routing, delegation), audit trail quality, where approvers actually live (email? Slack? another tool?), and pricing at organizational scale. Prices were checked on each vendor's own pricing page and are stamped as of September 2026.

Best creative approval software

If "approval" means "is this design, video or PDF signed off," buy a proofing tool and don't generalize. This is the category that marketing and creative teams search for as creative approval software, and it does one job deeply: versioned assets, visual annotation on the file itself, and per-reviewer status.

Filestage is online proofing for video, images, documents and websites, used by agencies and in-house marketing teams. Its pricing is per plan rather than per seat: every plan includes 10 seats, with more added in bundles of five. There's a free plan (one active project, five new files a month); Starter is $199 a month billed yearly ($249 monthly) and Business is $329 a month billed yearly.

Ziflow is the same shape with unlimited proofs and reviewers on every plan. The free plan covers two users; Standard is $199 a month billed annually and includes 15 users, and Pro ($329 a month billed annually) adds a one-year audit trail. SAML SSO and a lifetime audit trail sit on Enterprise.

ReviewStudio prices per user instead, which suits smaller teams: a free Starter plan with three active reviews, then Pro at $12 per user a month billed yearly ($15 monthly). Its Advanced plan ($20 per user billed yearly) has a five-user minimum.

For marketing approvals that involve clients rather than just colleagues, the reviewer is outside your organization, and the portal they log into matters as much as the markup tools. Our roundup of client portal software covers that side, and the client portal data model for projects and approvals shows how to record who approved which version.

The other categories, honestly

In-tool approvals (Jira, Asana, monday.com) win by location: the approval happens where the work already is, no new login. Jira Cloud lets you add an approval step to a workflow status, with approver fields and approve or decline transitions, and in Jira Service Management approvers don't need a Service Management licence. Asana lists approvals on its Advanced plan and above, not on Starter. monday.com added a human-in-the-loop block to its AI Workflows on August 4, 2026 that sends an approval request and branches on the answer. Their limits are their host's: before you rely on one for spend, check whether it can branch on an amount or a department, and remember that cross-tool approvals (the purchase that spans Jira and the accounting system) fall through the gap.

Form-to-approval and workflow platforms cover request-shaped flows: submit, route, approve, log. Jotform folded its Approvals product into Jotform Workflows; the free plan allows three approvers per flow, Bronze to Gold allow ten, and Enterprise is unlimited. Kissflow is the heavier platform when processes multiply, sold on quoted annual agreements. Process Street includes multi-stage and sequential approvals on all its plans, and Power Automate has built-in approvals (a Teams Approvals app sits on top) for organizations already on Microsoft 365. They flex well until the rules get conditional ("over $5k adds finance; over $25k adds the CEO; IT purchases always add security review"), which is where configuration starts to look like a consulting engagement.

Spend approvals in the money system (your accounting suite, or a procurement tool such as Tipalti's, which absorbed Approve.com in 2021) are the right answer when the artifact is an invoice or PO, because the approval and the payment share a system of record. Their scope ends at money. If the approval you need is on purchase requests and POs, our roundups of purchase order software and procurement software compare the tools built for it.

When your rules deserve their own system

The conditional-routing sentence above is the tell. If your approval matrix has thresholds, role-based branches, delegation windows and an audit requirement, describing it to Greta yields the system that enforces it: "requests over $500 route to the department head; over $5k adds finance; over $25k adds the CEO; approvers can delegate for vacation windows; every action logs actor and timestamp; requesters see live status." That's a real app with role-scoped views and a database. The approval workflow spec guide shows the state-machine thinking, the purchase approval field guide specs the spend version precisely, and building custom workflow tools without a developer covers the wider pattern. The free plan gives you 5 credits a day to build; Starter is $20/month ($5 with the welcome offer). Greta's plans are flat monthly prices rather than per-seat, and approval systems touch everyone, so that difference compounds.

The audit-trail bar

Whatever you choose, hold it to this: every approval records actor, timestamp, artifact version, and comment; the log is queryable by request; and nothing can be approved by editing data around the workflow. Systems that fail the third clause (where an admin can just change the status field) have an approval theater, and auditors know the difference.

FAQ

What is approval workflow software? Tools that route requests (documents, purchases, changes) through defined approvers in order, enforce the rules, and record who approved what when, replacing the email thread as the system of record.

What is the best creative approval software? Filestage or Ziflow for teams that review a lot of creative work: both start at $199 a month billed yearly with several seats included, and both have free plans (as of September 2026). ReviewStudio suits smaller teams, at $12 per user a month billed yearly. All three put the comments on the file itself and track each reviewer's decision per version.

Can Slack or email be the approval system? They're fine as notification layers and terrible as systems of record: no enforced order, no thresholds, no queryable audit trail. The pattern that works is approvals living in a real system that notifies through Slack or email.

How much does approval workflow software cost? In-tool approvals come with plans you may already own, though Asana needs Advanced ($24.99 per user a month billed annually) or above. Dedicated tools run from free plans to $199 a month and up for proofing, $15 per user a month for Power Automate Premium, and quotes for Kissflow and Process Street (all as of September 2026; verify live). A custom-built system on Greta is a flat monthly plan, from $5 a month on the Starter welcome offer ($20 normally), and the economics invert precisely because approvals are org-wide.

How do I handle approvers being unavailable? Delegation rules: time-boxed, logged, and set by the approver in advance. It's the most common gap in bought tools and worth demanding: an approval system without delegation becomes a bottleneck system on the first vacation.
